TF2: pl_hydropower_event

Sometime after making one of my first released payload maps (pl_hydropower) I decided I wanted to make a halloween event version.
It features some changes, like lava pits, endless pits and ghosts/explosive pumpkins, along with a full spooky redone decoration.
